Narrative:

Bucks 3 arrival phl 13000 ft. I request to stop descent for WX/heavy rain return on radar. Controller didn't understand how serious I was and gave us heading and holding instructions at bucks. We requested hold east of fix. Request denied by ATC. I told him I could not hold or fly west of bucks and refused 280 heading. I reply that I can only fly 360 to 090 for WX. ATC hand us off. Next ATC flew us north and east for vector from east. All went well from that point arrival phl approximately 15 min late for WX deviation. ATC didn't know how bad heavy rain was. This was approximately 15 local time. East of lrp FL130.

NEXT ATC FLEW US N AND E FOR VECTOR FROM E. ALL WENT WELL FROM THAT POINT ARR PHL APPROX 15 MIN LATE FOR WX DEV. ATC DIDN'T KNOW HOW BAD HVY RAIN WAS. THIS WAS APPROX 15 LCL TIME. E OF LRP FL130.
