Narrative:

Runway 28 was used while taking off at (bwi). An announcement on ATIS was not recalled for any portion of runway 28 being closed. Weights for both the full length runway and restr runway were published on the weights sheet. We used the numbers for the full length runway. We were not cognizant of the fact that the runway length was reduced to 7100 ft due to construction on both ends. The ATIS changed taxiing out, with a higher temperature noted. This higher temperature put us overweight, according to the weights sheet, so we used the touch- screen ACARS to recalculate the weight for the higher temperature. This was within our weight range. Takeoff roll appeared to be extremely long, and liftoff just cleared the rubber cones at the far end. Printed NOTAMS did show construction on both ends of runway 28, but we did not recall hearing it on ATIS and assumed the entire runway was being used. Before the new ATIS was given, weights were double-checked because of our heavy condition. During cruise, after we reviewed the takeoff weights sheet. We discovered that, for the reduced runway length, we were considerably overweight for takeoff. Supplemental information from acn 280113: the engineer briefed us on ATIS information uniform (temperature 89 degrees F winds 250/15 runway 28 and 33L). He failed to notice the statement 'runway 28 construction' buried in a laundry list of NOTAM and should be full length valves for runways 28 and 33L on the weight manifest. Runway 28 was 9452 ft. The engineer did not recall hearing about the construction for runway 28 on either ATIS uniform or romeo and ground or tower said nothing to us about this. It would have been nice for tower and ground control to say something but if I had reviewed the engineer work I might have prevented the takeoff on runway 28. We learned that runway 28 had 8250 ft available for takeoff.

TKOF ROLL APPEARED TO BE EXTREMELY LONG, AND LIFTOFF JUST CLRED THE RUBBER CONES AT THE FAR END. PRINTED NOTAMS DID SHOW CONSTRUCTION ON BOTH ENDS OF RWY 28, BUT WE DID NOT RECALL HEARING IT ON ATIS AND ASSUMED THE ENTIRE RWY WAS BEING USED. BEFORE THE NEW ATIS WAS GIVEN, WTS WERE DOUBLE-CHKED BECAUSE OF OUR HVY CONDITION. DURING CRUISE, AFTER WE REVIEWED THE TKOF WTS SHEET. WE DISCOVERED THAT, FOR THE REDUCED RWY LENGTH, WE WERE CONSIDERABLY OVERWT FOR TKOF. SUPPLEMENTAL INFO FROM ACN 280113: THE ENGINEER BRIEFED US ON ATIS INFO UNIFORM (TEMP 89 DEGS F WINDS 250/15 RWY 28 AND 33L). HE FAILED TO NOTICE THE STATEMENT 'RWY 28 CONSTRUCTION' BURIED IN A LAUNDRY LIST OF NOTAM AND SHOULD BE FULL LENGTH VALVES FOR RWYS 28 AND 33L ON THE WT MANIFEST. RWY 28 WAS 9452 FT. IT WOULD HAVE BEEN NICE FOR TWR AND GND CTL TO SAY SOMETHING BUT IF I HAD REVIEWED THE ENGINEER WORK I MIGHT HAVE PREVENTED THE TKOF ON RWY 28. WE LEARNED THAT RWY 28 HAD 8250 FT AVAILABLE FOR TKOF.
