Narrative:
Taking off from mke we had 19 passenger and 3 children in arms on board the aircraft. Later we were to find out that the 3 children in arms, were too old to be considered children in arms, so in fact we had 19 adults and 3 children who were all supposed to have their own seats. These 3 children belonged to a station agent who works for the same company I do. Apparently, she talked the ticket agent into allowing her to take the children on board as children in arms (less than 2 yrs). We discovered this when we arrived at our destination and there was a request from company to send a facsimile of the load manifest. The captain had a talk with the station agent (the one with 3 children on board aircraft) at our destination and learned the true ages of children (all 2 and above). In my opinion, we need to have better trained ticket agents who are capable of saying no to a fellow employee. Apparently, another ticket agent from mke had called the company and reported what had happened and that's why there was a request for the manifest which listed 19 passenger and 3 children in arms.

Title: FLC OF AN LTT INADVERTENTLY CARRIED 3 MORE PAX THAN THE ACFT WAS EQUIPPED TO HOLD.
Narrative: TAKING OFF FROM MKE WE HAD 19 PAX AND 3 CHILDREN IN ARMS ON BOARD THE ACFT. LATER WE WERE TO FIND OUT THAT THE 3 CHILDREN IN ARMS, WERE TOO OLD TO BE CONSIDERED CHILDREN IN ARMS, SO IN FACT WE HAD 19 ADULTS AND 3 CHILDREN WHO WERE ALL SUPPOSED TO HAVE THEIR OWN SEATS. THESE 3 CHILDREN BELONGED TO A STATION AGENT WHO WORKS FOR THE SAME COMPANY I DO. APPARENTLY, SHE TALKED THE TICKET AGENT INTO ALLOWING HER TO TAKE THE CHILDREN ON BOARD AS CHILDREN IN ARMS (LESS THAN 2 YRS). WE DISCOVERED THIS WHEN WE ARRIVED AT OUR DEST AND THERE WAS A REQUEST FROM COMPANY TO SEND A FAX OF THE LOAD MANIFEST.
