Narrative:

Approximately XA20L checked in with ZDC on 128.52. Requested deviation east of course (J209 approximately 90 NM north of orf) for thunderstorm avoidance. Controller asked what heading we would need for deviation. We stated 180 degrees. Controller cleared us left turn to heading 180 degrees. Approximately 5 mins later, controller stated to deviation west of WX. We stated we could not turn right because of the thunderstorm we were already on the east side of. Controller then said to squawk 7700. We did not squawk 7700. Nothing else was mentioned concerning the subject. Callback conversation with reporter revealed the following information: the reporter had a little personality conflict with the ATC controller. The controller first approved a deviation, then tried to get the crew to fly into a thunderstorm. The controller's voice was 'dripping with sarcasm' when he commanded 7700 squawk. The reporter realizes that he should have complied as he was then not complying with a clearance and compounding the situation. The reporter has not heard from the FAA on this incident. The reporter does not know whether he flew into any of the many restr areas out to sea from orf.

Title: PERSONALITY CLASH BTWN AIR CREW AND ARTCC.

Narrative: APPROX XA20L CHKED IN WITH ZDC ON 128.52. REQUESTED DEV E OF COURSE (J209 APPROX 90 NM N OF ORF) FOR TSTM AVOIDANCE. CTLR ASKED WHAT HDG WE WOULD NEED FOR DEV. WE STATED 180 DEGS. CTLR CLRED US L TURN TO HDG 180 DEGS. APPROX 5 MINS LATER, CTLR STATED TO DEV W OF WX. WE STATED WE COULD NOT TURN R BECAUSE OF THE TSTM WE WERE ALREADY ON THE E SIDE OF. CTLR THEN SAID TO SQUAWK 7700. WE DID NOT SQUAWK 7700. NOTHING ELSE WAS MENTIONED CONCERNING THE SUBJECT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR HAD A LITTLE PERSONALITY CONFLICT WITH THE ATC CTLR. THE CTLR FIRST APPROVED A DEV, THEN TRIED TO GET THE CREW TO FLY INTO A TSTM. THE CTLR'S VOICE WAS 'DRIPPING WITH SARCASM' WHEN HE COMMANDED 7700 SQUAWK. THE RPTR REALIZES THAT HE SHOULD HAVE COMPLIED AS HE WAS THEN NOT COMPLYING WITH A CLRNC AND COMPOUNDING THE SIT. THE RPTR HAS NOT HEARD FROM THE FAA ON THIS INCIDENT. THE RPTR DOES NOT KNOW WHETHER HE FLEW INTO ANY OF THE MANY RESTR AREAS OUT TO SEA FROM ORF.
