Narrative:

Climbing out of lit at 17500 ft while deviating we encountered 1 second of moderate turbulence. The tops of the WX were estimated at 23000 ft. The WX radar displayed no WX on our flight path and the seat belt sign was on. The flight attendants were in their seats with seat belts on. Later in the flight a passenger seated in 17B, reported to be in pain. I declared an emergency at XA51 just outside of conny. Medics were standing by to meet the flight. After gate arrival, another passenger complained of pain and was treated by the medics also. Following our arrival, a SIGMET was issued for the affected area with tops reported to be 58000 ft. I have never seen such vertical development so fast. The entire crew did an excellent job in handling the situation.
