Narrative:

Our tower air conditioner broke on a hot south florida summer afternoon. Even though a technician was working on it, at X pm he packed his tools and went home. It became very hot in the tower cabin. Our standing order says that if cabin temperature exceeds 94 degrees that we can abandon the tower and stop ATC operations. We reported the outage to the technicians and ATC tower manager at home and were basically told sorry live with it. It wasn't until we told the technicians that according to the rules we will cease operations that they said they would send someone to repair it. I believe this is all caused by a lack of money because they don't want to spend money for overtime or staff the facility during its operational hours.
