Narrative:

While cruising towards orlando, permission was requested to fly over disney world from orlando approach while my aircraft was in class B airspace. Permission was granted and my aircraft was vectored towards disney. When disney became visible, some scattered clouds started appearing at approximately 1300 ft MSL. As clouds became closer, I requested from orlando approach to descend in order to conform with cloud clearance regulations (minimum). No reply was received. Upon arrival over disney world I was 'cleared to fly over disney, squawk VFR and after flying over to recontact approach on the same frequency so as to be vectored out of the disney airspace.' please consider that I am 19 yrs old and aim at continuing a career in aviation. I'm enrolled at a school in ft. Lauderdale, my total flight experience amounts to 80 hours. So far, I have just received my private pilot certificate 1 week prior to incident. I may have some confusion due to language because of my brazilian education and quite honestly, I was convinced that my flight was proceeding according to regulations as I know them. The main point of this whole incident is that immediately after I realized that I may have been flying low, I veered out of the danger area and resumed flight above an altitude of 1300 ft. Another very important point is that when FAA originally advised me that action/suspension of my license was being considered, I have consulted with my school's dean twice and was never advised that a report to NASA could have been an option in avoiding a suspension. I am continuing my education in aviation and hope that NASA will be able to intervene with the FAA on my behalf in order to avoid any negative remarks on my record. Callback conversation with reporter revealed the following information: reporter states the FAA has determined to suspend reporter's certificate. He has requested a fine in lieu of suspension as he is in the united states to earn as much certification has he rapidly can. FAA decision is still pending. Since this incident reporter has earned commercial, instrument and is working on multi and CFI certification. He has increased flying time to 250 hours. He's been busy and does not want training to be interrupted. He recognizes his error and indicates it will not happen again and that he will teach all students not to do as he did.

ANOTHER VERY IMPORTANT POINT IS THAT WHEN FAA ORIGINALLY ADVISED ME THAT ACTION/SUSPENSION OF MY LICENSE WAS BEING CONSIDERED, I HAVE CONSULTED WITH MY SCHOOL'S DEAN TWICE AND WAS NEVER ADVISED THAT A RPT TO NASA COULD HAVE BEEN AN OPTION IN AVOIDING A SUSPENSION. I AM CONTINUING MY EDUCATION IN AVIATION AND HOPE THAT NASA WILL BE ABLE TO INTERVENE WITH THE FAA ON MY BEHALF IN ORDER TO AVOID ANY NEGATIVE REMARKS ON MY RECORD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THE FAA HAS DETERMINED TO SUSPEND RPTR'S CERTIFICATE. HE HAS REQUESTED A FINE IN LIEU OF SUSPENSION AS HE IS IN THE UNITED STATES TO EARN AS MUCH CERTIFICATION HAS HE RAPIDLY CAN. FAA DECISION IS STILL PENDING. SINCE THIS INCIDENT RPTR HAS EARNED COMMERCIAL, INST AND IS WORKING ON MULTI AND CFI CERTIFICATION. HE HAS INCREASED FLYING TIME TO 250 HRS.
