Narrative:

I had just finished a part 135 commuter flight into anc airport. I was parked at gate and had deplaned all passenger. After unloading I started engine #1 to taxi back to our hangar at lake hood. I called anc ground on 121.9 and requested taxi clearance to lake hood. I got no response. I waited and called again with no response. After a third call unanswered, I taxied slowly back to our hangar without incident. (No intxns or crossing runways.) after XB00 pm the tower goes to reduced manning and 1 person tries to handle anc tower and ground and lake hood tower and ground. It is often still quite busy with lots of traffic and the controller is overtaxed, resulting in long delays and blocked communications. They should not go to reduced manning until later on when traffic is less. Possibly XC00 or later.

Title: ACFT TAXI FROM PARKING GATE TO HANGAR WITHOUT CLRNC.

AFTER A THIRD CALL UNANSWERED, I TAXIED SLOWLY BACK TO OUR HANGAR WITHOUT INCIDENT. (NO INTXNS OR XING RWYS.) AFTER XB00 PM THE TWR GOES TO REDUCED MANNING AND 1 PERSON TRIES TO HANDLE ANC TWR AND GND AND LAKE HOOD TWR AND GND. IT IS OFTEN STILL QUITE BUSY WITH LOTS OF TFC AND THE CTLR IS OVERTAXED, RESULTING IN LONG DELAYS AND BLOCKED COMS. THEY SHOULD NOT GO TO REDUCED MANNING UNTIL LATER ON WHEN TFC IS LESS. POSSIBLY XC00 OR LATER.
