Narrative:
Atx X a BE02 departed runway 17L assigned rh. Y had departed runway 27 indicating swbound. Due to poor radar targets associated with the arsa the first radar hit was 1 1/2 mi south indicating the Y had turned southeast into the BE02. The aircraft passed less than 200 ft. Had the airspace been positive control the Y would have been assigned a departure heading to protect the air taxi.

Narrative: ATX X A BE02 DEPARTED RWY 17L ASSIGNED RH. Y HAD DEPARTED RWY 27 INDICATING SWBOUND. DUE TO POOR RADAR TARGETS ASSOCIATED WITH THE ARSA THE FIRST RADAR HIT WAS 1 1/2 MI S INDICATING THE Y HAD TURNED SE INTO THE BE02. THE ACFT PASSED LESS THAN 200 FT. HAD THE AIRSPACE BEEN POSITIVE CTL THE Y WOULD HAVE BEEN ASSIGNED A DEP HDG TO PROTECT THE AIR TAXI.
