Narrative:

Departing runway 31, 2 aircraft were being allowed to land opposite direction, runway 13. Inbound aircraft was requested to slow to approach speed and extend to the right for our takeoff. This request was put out about 4 times. The inbound crew had '0' situational awareness, and never complied with the request. We were in our takeoff roll when we realized the failure of the other crew. We rotated, made an immediate right turn. Situation could be avoided in the future by keeping traffic on same runway and crews listening up on the radio for an idea as to what's going on around them.

Narrative: DEPARTING RWY 31, 2 ACFT WERE BEING ALLOWED TO LAND OPPOSITE DIRECTION, RWY 13. INBOUND ACFT WAS REQUESTED TO SLOW TO APCH SPD AND EXTEND TO THE R FOR OUR TKOF.
