Narrative:

Ord tower asked us at 1000 ft AGL on final for runway 9R if the runway lights were working. We reported they were not and landed. An aircraft commander then stated 'I don't think that's legal' and went around. I have no idea about legality. I haven't been able to find it in anything I have. Common sense says it was ok since there was enough light to pick out the lights unlit, but what does common sense have to do with anything these days.

Title: FLC OF ACR MLG LANDED AT DUSK WHEN THE RWY LIGHTS WERE NOT ILLUMINATED.

Narrative: ORD TWR ASKED US AT 1000 FT AGL ON FINAL FOR RWY 9R IF THE RWY LIGHTS WERE WORKING. WE RPTED THEY WERE NOT AND LANDED. AN ACFT COMMANDER THEN STATED 'I DON'T THINK THAT'S LEGAL' AND WENT AROUND. I HAVE NO IDEA ABOUT LEGALITY. I HAVEN'T BEEN ABLE TO FIND IT IN ANYTHING I HAVE. COMMON SENSE SAYS IT WAS OK SINCE THERE WAS ENOUGH LIGHT TO PICK OUT THE LIGHTS UNLIT, BUT WHAT DOES COMMON SENSE HAVE TO DO WITH ANYTHING THESE DAYS.
