Narrative:

This report concerns a PA28-181 on an IFR flight from groton/new london airport (gon) to long island mac arthur airport (isp). At arrival, the conditions at isp were 4500 broken, visibility greater than 6 mi, light rain, wind 070 at 5 KTS. When reaching the threshold of runway 6, power was reduced from 1200 RPM to idle and during the roll out, the engine stopped. The tower was advised of the condition and that I could not clear the active runway. Attempts to restart the engine were unsuccessful. An md-80 was on 5 mi final and the tower asked the md-80 pilot if he would accept runway 33. The reply was negative and the tower then provided the md-80 a vector to go around. Using the tow bar, my passenger and I then pulled the aircraft clear of the active runway onto taxiway bravo. A fire and rescue vehicle accompanied us. Again I tried a restart and it was successful. The aircraft was taxied to the tiedown where a full run-up and magneto check was done. All checked okay. It appears that carburetor ice developed when power was reduced to idle just prior to touchdown. The outside temperature was about 40 degrees F. The aircraft is scheduled for servicing and the a and P was made aware of the incident.

Title: ENG QUIT DURING LNDG ROLL CAUSING THE PLT AND PAX TO HAND PULL THE ACFT CLR OF RWY. AN MLG HAD TO GAR.

Narrative: THIS RPT CONCERNS A PA28-181 ON AN IFR FLT FROM GROTON/NEW LONDON ARPT (GON) TO LONG ISLAND MAC ARTHUR ARPT (ISP). AT ARR, THE CONDITIONS AT ISP WERE 4500 BROKEN, VISIBILITY GREATER THAN 6 MI, LIGHT RAIN, WIND 070 AT 5 KTS. WHEN REACHING THE THRESHOLD OF RWY 6, PWR WAS REDUCED FROM 1200 RPM TO IDLE AND DURING THE ROLL OUT, THE ENG STOPPED. THE TWR WAS ADVISED OF THE CONDITION AND THAT I COULD NOT CLR THE ACTIVE RWY. ATTEMPTS TO RESTART THE ENG WERE UNSUCCESSFUL. AN MD-80 WAS ON 5 MI FINAL AND THE TWR ASKED THE MD-80 PLT IF HE WOULD ACCEPT RWY 33. THE REPLY WAS NEGATIVE AND THE TWR THEN PROVIDED THE MD-80 A VECTOR TO GAR. USING THE TOW BAR, MY PAX AND I THEN PULLED THE ACFT CLR OF THE ACTIVE RWY ONTO TXWY BRAVO. A FIRE AND RESCUE VEHICLE ACCOMPANIED US. AGAIN I TRIED A RESTART AND IT WAS SUCCESSFUL. THE ACFT WAS TAXIED TO THE TIEDOWN WHERE A FULL RUN-UP AND MAGNETO CHK WAS DONE. ALL CHKED OKAY. IT APPEARS THAT CARB ICE DEVELOPED WHEN PWR WAS REDUCED TO IDLE JUST PRIOR TO TOUCHDOWN. THE OUTSIDE TEMP WAS ABOUT 40 DEGS F. THE ACFT IS SCHEDULED FOR SVCING AND THE A AND P WAS MADE AWARE OF THE INCIDENT.
