Narrative:

Air carrier X was told 'position and hold' runway 31L at intersection of runway 22R. We were following a heavy 747 that had just taken off. We asked for 2 mins behind the heavy. Tower said ok. Tower then pulled us off the runway for no reason. No airplanes took off for another 3 mins. We were made to wait and follow 5 other airplanes. Tower was just aggravated because we wanted a 2 min waiting period. Tower was making an attempt to intimidate us into doing things 'their way.' there is no place in commercial aviation for that type of behavior. In my 21 yrs, no one has ever refused me the 2 min call on request. In this jfk case the winds were light and wake vortices can linger longer. It is my impression that this incident was caused by controller arrogance and is totally unacceptable. Tower was clearing aircraft for takeoff after heavies with a 1 min interval. TCASII showed 2.5 mi.

Title: ACR X TAXIED OFF RWY AFTER ASKING FOR 2 MIN SEPARATION BEHIND A B747.

Narrative: ACR X WAS TOLD 'POS AND HOLD' RWY 31L AT INTXN OF RWY 22R. WE WERE FOLLOWING A HVY 747 THAT HAD JUST TAKEN OFF. WE ASKED FOR 2 MINS BEHIND THE HVY. TWR SAID OK. TWR THEN PULLED US OFF THE RWY FOR NO REASON. NO AIRPLANES TOOK OFF FOR ANOTHER 3 MINS. WE WERE MADE TO WAIT AND FOLLOW 5 OTHER AIRPLANES. TWR WAS JUST AGGRAVATED BECAUSE WE WANTED A 2 MIN WAITING PERIOD. TWR WAS MAKING AN ATTEMPT TO INTIMIDATE US INTO DOING THINGS 'THEIR WAY.' THERE IS NO PLACE IN COMMERCIAL AVIATION FOR THAT TYPE OF BEHAVIOR. IN MY 21 YRS, NO ONE HAS EVER REFUSED ME THE 2 MIN CALL ON REQUEST.
