Narrative:

I had just finished air filing an IFR flight plan from the goshen VOR to canton, oh, and was climbing on a 100 degree heading. Approximately 13500 ft still climbing. I saw a landing light which appeared to be at about my altitude and appeared to be crossing in front of me. I placed my finger on wind screen and the light did not change position. It appeared to me that we would meet a short distance east of my position. I made approximately 90 degree turn to the south and continued to climb to steer clear of the crossing traffic. However, after flying approximately south for a short time, the traffic still seemed to be coming directly at me! At this point I was not sure of how to avoid the traffic so I held the south course and continued to climb at best rate. The aircraft passed off left rear of my aircraft. I never at any time saw navigation or other anti-collision light on other aircraft, so it was not possible for me to tell where he was actually headed.

I SAW A LNDG LIGHT WHICH APPEARED TO BE AT ABOUT MY ALT AND APPEARED TO BE XING IN FRONT OF ME. I PLACED MY FINGER ON WIND SCREEN AND THE LIGHT DID NOT CHANGE POS. IT APPEARED TO ME THAT WE WOULD MEET A SHORT DISTANCE E OF MY POS. I MADE APPROX 90 DEG TURN TO THE S AND CONTINUED TO CLB TO STEER CLR OF THE XING TFC. HOWEVER, AFTER FLYING APPROX S FOR A SHORT TIME, THE TFC STILL SEEMED TO BE COMING DIRECTLY AT ME! AT THIS POINT I WAS NOT SURE OF HOW TO AVOID THE TFC SO I HELD THE S COURSE AND CONTINUED TO CLB AT BEST RATE. THE ACFT PASSED OFF L REAR OF MY ACFT. I NEVER AT ANY TIME SAW NAV OR OTHER ANTI-COLLISION LIGHT ON OTHER ACFT, SO IT WAS NOT POSSIBLE FOR ME TO TELL WHERE HE WAS ACTUALLY HEADED.
