Narrative:

En route from caracas, ve, to dallas, tx, between kingston and montego bay on UG442, FL370. An air carrier questioned kingston center about traffic spotted on his TCASII at same altitude (370). He said he had made a hard turn to avoid us when he got visual contact. His clearance was from otamo direct to toton intersection. A route that would cross our path. Kingston insisted they had lateral separation, as they use radar to monitor flts. The air carrier was convinced that his TCASII saved both aircraft from a near miss or worse. He said he was going to file a similar report.

Title: POTENTIAL CONFLICT BTWN SAME DIRECTION TFC AT SAME ASSIGNED ALT.

Narrative: ENRTE FROM CARACAS, VE, TO DALLAS, TX, BTWN KINGSTON AND MONTEGO BAY ON UG442, FL370. AN ACR QUESTIONED KINGSTON CTR ABOUT TFC SPOTTED ON HIS TCASII AT SAME ALT (370). HE SAID HE HAD MADE A HARD TURN TO AVOID US WHEN HE GOT VISUAL CONTACT. HIS CLRNC WAS FROM OTAMO DIRECT TO TOTON INTXN. A RTE THAT WOULD CROSS OUR PATH. KINGSTON INSISTED THEY HAD LATERAL SEPARATION, AS THEY USE RADAR TO MONITOR FLTS. THE ACR WAS CONVINCED THAT HIS TCASII SAVED BOTH ACFT FROM A NEAR MISS OR WORSE. HE SAID HE WAS GOING TO FILE A SIMILAR RPT.
