Narrative:

Small aircraft X approaching the airport for landing talking to tower. I requested runway 28, winds were light, traffic was heavy on runway 17, the active runway. I was cleared to land crossing parker road. The tower had 1 aircraft I was aware of holding short of runway 10. When 1/2 - 1/4 mi from approach end I saw an aircraft Y rolling on runway 10. He had landing light on and so did I. I stopped descent and slowed to see what Y on runway was doing. He continued to roll. The WX was warm so he did not rotate until last 1/3 of runway. I called tower when I could, maintained my altitude, and started right turn to the north. Asked controller what he wanted me to do as he had Y departing. His response was 'you're cleared to land.' he then hastily instructed the departing Y to turn out to the north. I turned back to the runway. Y passed under me. I was directly off the approach end which necessitated full flaps, '0' power, and a slip to landing. I feel the situation was very dangerous. If I had continued to fly a normal approach I would have met the Y at the same altitude head on. The controller did not seem to recognize the situation.

Narrative: SMA X APCHING THE ARPT FOR LNDG TALKING TO TWR. I REQUESTED RWY 28, WINDS WERE LIGHT, TFC WAS HVY ON RWY 17, THE ACTIVE RWY. I WAS CLRED TO LAND XING PARKER ROAD. THE TWR HAD 1 ACFT I WAS AWARE OF HOLDING SHORT OF RWY 10. WHEN 1/2 - 1/4 MI FROM APCH END I SAW AN ACFT Y ROLLING ON RWY 10. HE HAD LNDG LIGHT ON AND SO DID I. I STOPPED DSCNT AND SLOWED TO SEE WHAT Y ON RWY WAS DOING. HE CONTINUED TO ROLL. THE WX WAS WARM SO HE DID NOT ROTATE UNTIL LAST 1/3 OF RWY. I CALLED TWR WHEN I COULD, MAINTAINED MY ALT, AND STARTED R TURN TO THE N. ASKED CTLR WHAT HE WANTED ME TO DO AS HE HAD Y DEPARTING. HIS RESPONSE WAS 'YOU'RE CLRED TO LAND.' HE THEN HASTILY INSTRUCTED THE DEPARTING Y TO TURN OUT TO THE N. I TURNED BACK TO THE RWY. Y PASSED UNDER ME. I WAS DIRECTLY OFF THE APCH END WHICH NECESSITATED FULL FLAPS, '0' PWR, AND A SLIP TO LNDG. I FEEL THE SIT WAS VERY DANGEROUS. IF I HAD CONTINUED TO FLY A NORMAL APCH I WOULD HAVE MET THE Y AT THE SAME ALT HEAD ON. THE CTLR DID NOT SEEM TO RECOGNIZE THE SIT.
