Narrative:

The maintenance technician asked the area manager on duty in the charlotte ATCT if he knew the entries to return the ARTS to level 0. The area manager did not know the entry since it was not his responsibility. When the airways facility maintenance technician tried to return the ARTS to level 0 he was not able to do it. 1 hour later the ARTS was returned to level 0. Level 0 is the operating mode for the computer at charlotte tower. This is another example of the poor maintenance at charlotte tower. There is also a technician that is not qualified on the ASR-9 and pulls shifts with no assistance.

Title: ATC EQUIP PROB RADAR ARTS.

Narrative: THE MAINT TECHNICIAN ASKED THE AREA MGR ON DUTY IN THE CHARLOTTE ATCT IF HE KNEW THE ENTRIES TO RETURN THE ARTS TO LEVEL 0. THE AREA MGR DID NOT KNOW THE ENTRY SINCE IT WAS NOT HIS RESPONSIBILITY. WHEN THE AIRWAYS FACILITY MAINT TECHNICIAN TRIED TO RETURN THE ARTS TO LEVEL 0 HE WAS NOT ABLE TO DO IT. 1 HR LATER THE ARTS WAS RETURNED TO LEVEL 0. LEVEL 0 IS THE OPERATING MODE FOR THE COMPUTER AT CHARLOTTE TWR. THIS IS ANOTHER EXAMPLE OF THE POOR MAINT AT CHARLOTTE TWR. THERE IS ALSO A TECHNICIAN THAT IS NOT QUALIFIED ON THE ASR-9 AND PULLS SHIFTS WITH NO ASSISTANCE.
