Narrative:

We were cleared for the visual 21 at dca. Air carrier landing on 18. When they cleared the 18 at 15 intersection, the dca cleared commuter for takeoff on 15. We were on short final for 21 at this time. Commuter lifted off and dca tower issued us a go around. At this point, commuter and our aircraft were at the same altitude and converging. We steered right, the commuter continued straight out, plus our aircraft passed within 150 ft horizontal of commuter and at the same altitude. We were given a phone number to call after we circled and landed 15. We called and the tower supervisor admitted the poor controling job of the situation.

Narrative: WE WERE CLRED FOR THE VISUAL 21 AT DCA. ACR LNDG ON 18. WHEN THEY CLRED THE 18 AT 15 INTXN, THE DCA CLRED COMMUTER FOR TKOF ON 15. WE WERE ON SHORT FINAL FOR 21 AT THIS TIME. COMMUTER LIFTED OFF AND DCA TWR ISSUED US A GAR. AT THIS POINT, COMMUTER AND OUR ACFT WERE AT THE SAME ALT AND CONVERGING. WE STEERED R, THE COMMUTER CONTINUED STRAIGHT OUT, PLUS OUR ACFT PASSED WITHIN 150 FT HORIZ OF COMMUTER AND AT THE SAME ALT. WE WERE GIVEN A PHONE NUMBER TO CALL AFTER WE CIRCLED AND LANDED 15. WE CALLED AND THE TWR SUPVR ADMITTED THE POOR CTLING JOB OF THE SIT.
