Twin cessna X 15 mi vectors to downwind. Level 3000 ft. Baron Y departs active runway to cross ahead of the twin cessna's course. Baron is assigned 5000 and turned in front of the twin cessna. This was discovered by the conflict alert system. Corrective action: traffic call and new heading assigned contributing factor. Runway change, landline coordination not bad judgment of aircraft performance, not monitoring modec altitude.
