Narrative:

Aircraft was parked near a baggage building. The captain and I discussed the situation and decided if either of us felt uncomfortable we would step on the brakes. The ramper gave us a turn left to start taxiing. During the turn, the ramper walked over by the wing, motioned there was about 2 ft between the wall and wingtip. The ramper had us continue taxiing while he still watched the wing. After giving us a signal to taxi straight and the aircraft about 5 ft in front of the building, the ramper gave us a stop signal, followed by a shutdown. Inspecting the wing, it appeared about 3-5 inches of the right rear wingtip was damaged. To prevent a recurrence, the airport authority at iad needs to allot more space to the most active airline at their airport.
