Narrative:

Air carrier X, a oh-8, was being vectored for visual approach to runway 9L at fll. About 10 mi wnw of fll, I asked air carrier X if he had fll in sight and attempted to clear him for visual approach. Pilot would not accept visual approach clearance because his TCASII 'screen was filled with airplanes' between him and airport. In reality, there was no other traffic. I cleared him for ILS approach, which he accepted, and he flew same course he would have flown on visual approach. This was disruptive because I had to devote more time to 1 aircraft than should have been necessary and I was working 6 other aircraft. Apparently his TCASII was malfunctioning.

Narrative: ACR X, A OH-8, WAS BEING VECTORED FOR VISUAL APCH TO RWY 9L AT FLL. ABOUT 10 MI WNW OF FLL, I ASKED ACR X IF HE HAD FLL IN SIGHT AND ATTEMPTED TO CLR HIM FOR VISUAL APCH. PLT WOULD NOT ACCEPT VISUAL APCH CLRNC BECAUSE HIS TCASII 'SCREEN WAS FILLED WITH AIRPLANES' BTWN HIM AND ARPT. IN REALITY, THERE WAS NO OTHER TFC. I CLRED HIM FOR ILS APCH, WHICH HE ACCEPTED, AND HE FLEW SAME COURSE HE WOULD HAVE FLOWN ON VISUAL APCH. THIS WAS DISRUPTIVE BECAUSE I HAD TO DEVOTE MORE TIME TO 1 ACFT THAN SHOULD HAVE BEEN NECESSARY AND I WAS WORKING 6 OTHER ACFT. APPARENTLY HIS TCASII WAS MALFUNCTIONING.
