Narrative:

Trip was planned sna-ral-sna-3o8-ral-sna. Prior to leaving home I processed and printed flight plans and WX for the sna-3o8-ral legs. From our corp through computer service. The briefing included NOTAMS for all airports used. All that was given for sna was one covering the NDB approach to runway 19R. The last leg (ral-sna) was very busy for a single pilot IFR as it was only about an 11 min leg. What with normal ATC communication I didn't have a chance to get the sna ATIS. Coast approach advised me that runway 19R was closed and turned me loose. After landing on runway 19L I could see the construction equipment working on the right runway and part of the 11 freeway. I left all of the aircraft lights on and taxied to my tie-down. The sheriff met me and waving a piece of paper told me that I had operated on txwys closed by a NOTAM. I countered with my WX printout which did not show any runways or txwys closed. I have since talked to flight service and they have the runway closer but nothing about any txwys. Also, there were several county cars in the area including the 2 sheriffs. However, no one would answer if radio was on ANG or the published frequencys. The closed txwys were not marked in any fashion either. This is the third or fourth time that I have been caught out by a NOTAM that no one but the airport operations people seemed to know about. Maybe you folks could teach them how to get these things into the system.

Title: SMA LANDS AND IS ACCOSTED BY LCL SHERIFF WITH PAPER DESCRIBING NOTAM ON CLOSED TXWY. RPTR RECEIVED NOTAM ON CLOSED RWY ONLY.

THE BRIEFING INCLUDED NOTAMS FOR ALL ARPTS USED. ALL THAT WAS GIVEN FOR SNA WAS ONE COVERING THE NDB APCH TO RWY 19R. THE LAST LEG (RAL-SNA) WAS VERY BUSY FOR A SINGLE PLT IFR AS IT WAS ONLY ABOUT AN 11 MIN LEG. WHAT WITH NORMAL ATC COM I DIDN'T HAVE A CHANCE TO GET THE SNA ATIS. COAST APCH ADVISED ME THAT RWY 19R WAS CLOSED AND TURNED ME LOOSE. AFTER LNDG ON RWY 19L I COULD SEE THE CONSTRUCTION EQUIP WORKING ON THE R RWY AND PART OF THE 11 FREEWAY. I LEFT ALL OF THE ACFT LIGHTS ON AND TAXIED TO MY TIE-DOWN. THE SHERIFF MET ME AND WAVING A PIECE OF PAPER TOLD ME THAT I HAD OPERATED ON TXWYS CLOSED BY A NOTAM. I COUNTERED WITH MY WX PRINTOUT WHICH DID NOT SHOW ANY RWYS OR TXWYS CLOSED. I HAVE SINCE TALKED TO FLT SVC AND THEY HAVE THE RWY CLOSER BUT NOTHING ABOUT ANY TXWYS. ALSO, THERE WERE SEVERAL COUNTY CARS IN THE AREA INCLUDING THE 2 SHERIFFS. HOWEVER, NO ONE WOULD ANSWER IF RADIO WAS ON ANG OR THE PUBLISHED FREQS. THE CLOSED TXWYS WERE NOT MARKED IN ANY FASHION EITHER. THIS IS THE THIRD OR FOURTH TIME THAT I HAVE BEEN CAUGHT OUT BY A NOTAM THAT NO ONE BUT THE ARPT OPS PEOPLE SEEMED TO KNOW ABOUT. MAYBE YOU FOLKS COULD TEACH THEM HOW TO GET THESE THINGS INTO THE SYS.
