Narrative:

Runway shift in progress (from east to west) much taxi congestion. Arriving aircraft holding to proceed to gate areas, assigned 1 ground control frequency, outbound aircraft another. Air carrier Y had arrived, was holding short to cross an active runway for gate. Foreign air carrier X 747 having rejected a takeoff, was taxiing back for a second takeoff and was thus on another frequency. Our paths converged -- we holding, and he maneuvering. This controller asked if he thought he could get past us. He said yes, and to our horror he began moving past us, his starboard wing passing within 10 ft of our fuselage. We saw him moving towards us and told our controller 'hey, air carrier X is coming towards us' all he could say was 'I'm not talking to him.' other pilots tell me miami international is singularly notorious for this split/ground control -- aircraft moving amongst each other on different frequencys.

Narrative: RWY SHIFT IN PROGRESS (FROM E TO W) MUCH TAXI CONGESTION. ARRIVING ACFT HOLDING TO PROCEED TO GATE AREAS, ASSIGNED 1 GND CTL FREQ, OUTBOUND ACFT ANOTHER. ACR Y HAD ARRIVED, WAS HOLDING SHORT TO CROSS AN ACTIVE RWY FOR GATE. FOREIGN ACR X 747 HAVING REJECTED A TKOF, WAS TAXIING BACK FOR A SECOND TKOF AND WAS THUS ON ANOTHER FREQ. OUR PATHS CONVERGED -- WE HOLDING, AND HE MANEUVERING. THIS CTLR ASKED IF HE THOUGHT HE COULD GET PAST US. HE SAID YES, AND TO OUR HORROR HE BEGAN MOVING PAST US, HIS STARBOARD WING PASSING WITHIN 10 FT OF OUR FUSELAGE. WE SAW HIM MOVING TOWARDS US AND TOLD OUR CTLR 'HEY, ACR X IS COMING TOWARDS US' ALL HE COULD SAY WAS 'I'M NOT TALKING TO HIM.' OTHER PLTS TELL ME MIAMI INTL IS SINGULARLY NOTORIOUS FOR THIS SPLIT/GND CTL -- ACFT MOVING AMONGST EACH OTHER ON DIFFERENT FREQS.
