Narrative:

On feb/xx/94 the captain's ADI speed command on aircraft was inoperative. This item was deferred per dc-9 MEL 22-15-3. The ADI speed command is a function of the automatic throttles, and is designated in the MEL as required for automatic-land only. This aircraft is not certified for automatic-land -- it is CAT ii ILS only. For this reason, no downgrade was issued to the aircraft. This aircraft was involved in an aborted takeoff in lga on mar/xy/94. I have been advised that the FAA has questioned the legality of this placard.

Title: MECH EXPRESSES CONCERN OVER ACTIONS RELATIVE TO PLACARDING OF ADI SPD COMMAND INOP IN ACCORD WITH THE MEL REQUIREMENTS AFTER ACFT SUFFERS ABORTED TKOF.

Narrative: ON FEB/XX/94 THE CAPT'S ADI SPD COMMAND ON ACFT WAS INOP. THIS ITEM WAS DEFERRED PER DC-9 MEL 22-15-3. THE ADI SPD COMMAND IS A FUNCTION OF THE AUTO THROTTLES, AND IS DESIGNATED IN THE MEL AS REQUIRED FOR AUTO-LAND ONLY. THIS ACFT IS NOT CERTIFIED FOR AUTO-LAND -- IT IS CAT II ILS ONLY. FOR THIS REASON, NO DOWNGRADE WAS ISSUED TO THE ACFT. THIS ACFT WAS INVOLVED IN AN ABORTED TKOF IN LGA ON MAR/XY/94. I HAVE BEEN ADVISED THAT THE FAA HAS QUESTIONED THE LEGALITY OF THIS PLACARD.
