Narrative:
While flying flight from msp to san we were getting numerous altitude changes and TA's. The captain was flying. We were cleared to 12000 ft. I saw he had selected 11900 ft but was reaching up to correct it. I proceeded to get the new ATIS. The captain set 12000 ft in the altitude window, but on the A-320, setting a new altitude when within 300 ft of the old altitude puts you in a vertical speed mode and you will miss your altitude. We caught it and corrected at 11600 ft -- 400 ft below assigned. The controller did not indicate a conflict or any concern.

Title: ALTDEV ALT OVERSHOT IN DSCNT WHEN ACFT EQUIP OPERATING PROCS NOT FOLLOWED.
Narrative: WHILE FLYING FLT FROM MSP TO SAN WE WERE GETTING NUMEROUS ALT CHANGES AND TA'S. THE CAPT WAS FLYING. WE WERE CLRED TO 12000 FT. I SAW HE HAD SELECTED 11900 FT BUT WAS REACHING UP TO CORRECT IT. I PROCEEDED TO GET THE NEW ATIS. THE CAPT SET 12000 FT IN THE ALT WINDOW, BUT ON THE A-320, SETTING A NEW ALT WHEN WITHIN 300 FT OF THE OLD ALT PUTS YOU IN A VERT SPD MODE AND YOU WILL MISS YOUR ALT. WE CAUGHT IT AND CORRECTED AT 11600 FT -- 400 FT BELOW ASSIGNED. THE CTLR DID NOT INDICATE A CONFLICT OR ANY CONCERN.
