Air carrier X (a DH8) was on a visual approach. Air carrier X was crossing from right to left in front and below aircraft Y. Aircraft Y was VFR on approach to a parallel runway at an altitude above air carrier X. Aircraft Y was restr to 4000 ft with air carrier X at 3700 ft descending. Air carrier X received a TCASII alert and climbed into the side of aircraft Y. Aircraft Y took action to avoid a collision with air carrier X. Air carrier X was TCASII equipped, Y was not.
