Narrative:

Flying C-550 on patrol flight near cuban ADIZ pt approximately XA38 Z on 1/thur/94. Aircraft penetrated cuban ADIZ. Met conditions at the time was VFR on top a solid cloud deck from 2K to 10K ft. Navigation on this flight was conducted by internal navigation system. Winds aloft were 65 KTS from the south. Aircraft went into cuban inner ADIZ, was contacted by our radar facility of its location, aircraft was then immediately flown north out of the ADIZ. Upon arrival at home base, INS accuracy was checked and found to be 62 mi off. INS was written up for maintenance check to determine if problem with INS was mechanical or if there was a problem due to aircraft being moved prior to flight - and INS losing its alignment. Callback conversation with reporter revealed the following information: the reporter flies for the us government, non military. His mission is to find and follow drug carrying aircraft in conjunction with ground based radar. The flight crew preflight their aircraft and align a litton 92 ring laser INS (one only) and mark the aircraft so that it will not be moved before flight. In this incident, the aircraft was moved about 35 ft by maintenance and the reporter was not notified. This movement seems to have upset the INS alignment for the entire flight. The reporter was out of range of us based vors and was not using cuban based vors as they are unreliable by his personal observation. The reporter's ground based radar noted that the aircraft was in cuban airspace and subtly notified the reporter who immediately turned north. A USN admiral at caribroc insisted that the government take 'personnel action' against the reporter. The reporter got a letter of reprimand put into his jacket which will drop dead in 3 yrs. The reporter was not using his WX radar for ground mapping.

THE RPTR'S GND BASED RADAR NOTED THAT THE ACFT WAS IN CUBAN AIRSPACE AND SUBTLY NOTIFIED THE RPTR WHO IMMEDIATELY TURNED N. A USN ADMIRAL AT CARIBROC INSISTED THAT THE GOV TAKE 'PERSONNEL ACTION' AGAINST THE RPTR. THE RPTR GOT A LETTER OF REPRIMAND PUT INTO HIS JACKET WHICH WILL DROP DEAD IN 3 YRS. THE RPTR WAS NOT USING HIS WX RADAR FOR GND MAPPING.
