Inadequate preflight fuel planning and unexpected headwinds contributed to incident. Started losing power due to fuel exhaustion about 15-20 mi east of mccarran airport. Declared emergency. Controller recommended diverting to boulder city airport. Had sufficient fuel remaining to make landing at boulder city airport. Engine quit as I was turning onto taxiway.
