Narrative:

In cruise flight with restr visibility, crew was alerted to oncoming traffic at 12 O'clock and closing at +800 ft. RA commanded change of altitude down and crew disconnected autoplt and descended. Notified ATC and was assigned FL270. When clear of traffic we were advised by ATC that the traffic we descended for also got an RA to descend but did not follow the command because they acquired us visually.

Narrative: IN CRUISE FLT WITH RESTR VISIBILITY, CREW WAS ALERTED TO ONCOMING TFC AT 12 O'CLOCK AND CLOSING AT +800 FT. RA COMMANDED CHANGE OF ALT DOWN AND CREW DISCONNECTED AUTOPLT AND DSNDED. NOTIFIED ATC AND WAS ASSIGNED FL270. WHEN CLR OF TFC WE WERE ADVISED BY ATC THAT THE TFC WE DSNDED FOR ALSO GOT AN RA TO DSND BUT DID NOT FOLLOW THE COMMAND BECAUSE THEY ACQUIRED US VISUALLY.
