Narrative:
Traffic was an air carrier X B727 departing slc runway 34 northbound. Government Y, CL60, was released off his heading 160 degrees. I never saw the CL60 until leaving 8900 ft and had turned the aircraft to avoid the area I hoped the challenger was in. The CL60 popped on the scope 8 DME south of hif TACAN.
