Narrative:

Aircraft in downwind was told about a departure climbing to an altitude 1000 ft below. Downwind aircraft climbed as departure passed 1 1/2 mi and 1000 ft behind! Pilot did advise he was climbing. Sounds like a TCASII/TCASII logic problem in software. RA should never have been issued. Call signs were arrival air carrier X, departure air carrier Y.
