Narrative:

After landing at the airport and having started my takeoff, I saw the aircraft that had landed on runway 17R plowing through his hold short of runway 9. I had seen the aircraft in the pattern coming in and heard his readback to ATC, so I knew he was out there and was keeping an eye on him. However, after my landing for my touch-and-goes, I had already taken off, I saw him crossing the runway going at a snail's pace. I immediately aborted my takeoff while watching him stop in the middle of the runway and then proceed to cross the runway. After seeing him well away from my aircraft that narrowly missed hitting his wing, I went ahead and took off to avoid a conflict with the other aircraft in the pattern. After I had tied down the plane the pilot and his safety pilot had come out to meet me and had said that the safety pilot had distracted him and he hadn't really understood what ATC had wanted him to do, so in short he had missed the hold short lines on the ground. Thankfully, we all walked away from a dangerous situation. However, I feel it could all be avoided if the foreigners that come to the united states to get their licenses are made to learn what the ATC is asking them to do and if they don't understand all they have and should do is ask them to read it back. I feel that foreigners, because english isn't their native language, should have a more detailed course dealing with ocm.

Title: PLT TRAINEE OF AN SMA SEL ACFT AT NIGHT FAILED TO STOP AT THE RWY HOLD LINE WHILE TAXIING CAUSING THE RPTING ACFT TO ABORT TKOF.

Narrative: AFTER LNDG AT THE ARPT AND HAVING STARTED MY TKOF, I SAW THE ACFT THAT HAD LANDED ON RWY 17R PLOWING THROUGH HIS HOLD SHORT OF RWY 9. I HAD SEEN THE ACFT IN THE PATTERN COMING IN AND HEARD HIS READBACK TO ATC, SO I KNEW HE WAS OUT THERE AND WAS KEEPING AN EYE ON HIM. HOWEVER, AFTER MY LNDG FOR MY TOUCH-AND-GOES, I HAD ALREADY TAKEN OFF, I SAW HIM XING THE RWY GOING AT A SNAIL'S PACE. I IMMEDIATELY ABORTED MY TKOF WHILE WATCHING HIM STOP IN THE MIDDLE OF THE RWY AND THEN PROCEED TO CROSS THE RWY. AFTER SEEING HIM WELL AWAY FROM MY ACFT THAT NARROWLY MISSED HITTING HIS WING, I WENT AHEAD AND TOOK OFF TO AVOID A CONFLICT WITH THE OTHER ACFT IN THE PATTERN. AFTER I HAD TIED DOWN THE PLANE THE PLT AND HIS SAFETY PLT HAD COME OUT TO MEET ME AND HAD SAID THAT THE SAFETY PLT HAD DISTRACTED HIM AND HE HADN'T REALLY UNDERSTOOD WHAT ATC HAD WANTED HIM TO DO, SO IN SHORT HE HAD MISSED THE HOLD SHORT LINES ON THE GND. THANKFULLY, WE ALL WALKED AWAY FROM A DANGEROUS SIT. HOWEVER, I FEEL IT COULD ALL BE AVOIDED IF THE FOREIGNERS THAT COME TO THE UNITED STATES TO GET THEIR LICENSES ARE MADE TO LEARN WHAT THE ATC IS ASKING THEM TO DO AND IF THEY DON'T UNDERSTAND ALL THEY HAVE AND SHOULD DO IS ASK THEM TO READ IT BACK. I FEEL THAT FOREIGNERS, BECAUSE ENGLISH ISN'T THEIR NATIVE LANGUAGE, SHOULD HAVE A MORE DETAILED COURSE DEALING WITH OCM.
