Narrative:

The ATC communications in northwest missouri, are possibly the worst in the midwest. Something needs to be done so aircraft will not lose ATC communication contact below 5500 ft MSL. Small aircraft X was handed off from mkc approach to ZKC at 5000 ft MSL at about the stj airport. At this point, 2-WAY radio communication started to become broken and unreadable. Small aircraft X heard ZDC call twice, but was not received by ATC when the calls were made by small aircraft X. At that point, small aircraft X contacted stj tower to relay to ZKC that small aircraft X had evu in sight and would like to cancel IFR. Stj tower said that they would, 'let center know.' at this point small aircraft X lost communication with stj tower and continued to evu for landing with a quick-turn and return to stj. Where small aircraft X was notified to contact mr small aircraft X at ZKC.

Title: PLT OF AN SMA CPR ACFT LOST COM WITH THE CTR AT MORE THAN 4200 FT ABOVE AN ATA WHEN CANCELING IFR TO DSND TO A NEARBY ARPT.

Narrative: THE ATC COMS IN NW MISSOURI, ARE POSSIBLY THE WORST IN THE MIDWEST. SOMETHING NEEDS TO BE DONE SO ACFT WILL NOT LOSE ATC COM CONTACT BELOW 5500 FT MSL. SMA X WAS HANDED OFF FROM MKC APCH TO ZKC AT 5000 FT MSL AT ABOUT THE STJ ARPT. AT THIS POINT, 2-WAY RADIO COM STARTED TO BECOME BROKEN AND UNREADABLE. SMA X HEARD ZDC CALL TWICE, BUT WAS NOT RECEIVED BY ATC WHEN THE CALLS WERE MADE BY SMA X. AT THAT POINT, SMA X CONTACTED STJ TWR TO RELAY TO ZKC THAT SMA X HAD EVU IN SIGHT AND WOULD LIKE TO CANCEL IFR. STJ TWR SAID THAT THEY WOULD, 'LET CTR KNOW.' AT THIS POINT SMA X LOST COM WITH STJ TWR AND CONTINUED TO EVU FOR LNDG WITH A QUICK-TURN AND RETURN TO STJ. WHERE SMA X WAS NOTIFIED TO CONTACT MR SMA X AT ZKC.
