Narrative:

A procedure was implemented by management which greatly hinders our ability to control traffic in a safe and expeditious manner. The procedure titled 'handling of aircraft routed on V-268,' requires controller to keep aircraft on prescribed routings. At times, it is very advantageous to send these aircraft direct hto or CCC. We use this to resolve conflicts and to get required in- trail spacing between aircraft without holding them. This procedure also does a great injustice to the aviation user as it delays rather than expedites traffic. Due to this procedure our workload is increased rather than reduced. Callback conversation with reporter revealed the following information: pvd aatm was asked why implementation of procedure and backgnd for change. Aatm stated the procedure had been coordinated with controller's and the reason was proximity of airspace and improper coordination and unauthorized penetration of airspace resulting in several operrors.

Title: ATC PROC. FACILITY MGMNT POLICY.

Narrative: A PROC WAS IMPLEMENTED BY MGMNT WHICH GREATLY HINDERS OUR ABILITY TO CTL TFC IN A SAFE AND EXPEDITIOUS MANNER. THE PROC TITLED 'HANDLING OF ACFT ROUTED ON V-268,' REQUIRES CTLR TO KEEP ACFT ON PRESCRIBED ROUTINGS. AT TIMES, IT IS VERY ADVANTAGEOUS TO SEND THESE ACFT DIRECT HTO OR CCC. WE USE THIS TO RESOLVE CONFLICTS AND TO GET REQUIRED IN- TRAIL SPACING BTWN ACFT WITHOUT HOLDING THEM. THIS PROC ALSO DOES A GREAT INJUSTICE TO THE AVIATION USER AS IT DELAYS RATHER THAN EXPEDITES TFC. DUE TO THIS PROC OUR WORKLOAD IS INCREASED RATHER THAN REDUCED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: PVD AATM WAS ASKED WHY IMPLEMENTATION OF PROC AND BACKGND FOR CHANGE. AATM STATED THE PROC HAD BEEN COORDINATED WITH CTLR'S AND THE REASON WAS PROX OF AIRSPACE AND IMPROPER COORD AND UNAUTH PENETRATION OF AIRSPACE RESULTING IN SEVERAL OPERRORS.
