Narrative:
Approaching burbank from the north, under VFR, I requested the ILS 8 approach due to marginal VFR (4 mi in fog) at the airport. Traffic was circling to 15 due to construction on 8. Cleared to descend to '5000 ft, IFR,' I found myself at 4000 ft. I quickly returned to 5000 ft and no mention was made of it by bur approach, who asked me to 'maintain your present speed (200 KTS) to the OM.' I maintained this speed until just outside the OM, at which point I sighted the airport. 2 mi inside the OM, I began my circling maneuver, when the tower asked me why I was turning right. I realized that I had transposed runway 15 and runway 33 in my mind. I corrected and made right traffic for runway 15 without further incident. Allowing myself to be hurried and distracted during unusual or nonstandard procedures was a factor in this and in the missed altitude.

Title: BEGAN CIRCLE TO RWY 33 WHEN CLRED RWY 15.
Narrative: APCHING BURBANK FROM THE N, UNDER VFR, I REQUESTED THE ILS 8 APCH DUE TO MARGINAL VFR (4 MI IN FOG) AT THE ARPT. TFC WAS CIRCLING TO 15 DUE TO CONSTRUCTION ON 8. CLRED TO DSND TO '5000 FT, IFR,' I FOUND MYSELF AT 4000 FT. I QUICKLY RETURNED TO 5000 FT AND NO MENTION WAS MADE OF IT BY BUR APCH, WHO ASKED ME TO 'MAINTAIN YOUR PRESENT SPD (200 KTS) TO THE OM.' I MAINTAINED THIS SPD UNTIL JUST OUTSIDE THE OM, AT WHICH POINT I SIGHTED THE ARPT. 2 MI INSIDE THE OM, I BEGAN MY CIRCLING MANEUVER, WHEN THE TWR ASKED ME WHY I WAS TURNING R. I REALIZED THAT I HAD TRANSPOSED RWY 15 AND RWY 33 IN MY MIND. I CORRECTED AND MADE R TFC FOR RWY 15 WITHOUT FURTHER INCIDENT. ALLOWING MYSELF TO BE HURRIED AND DISTRACTED DURING UNUSUAL OR NONSTANDARD PROCS WAS A FACTOR IN THIS AND IN THE MISSED ALT.
