Narrative:

Bad judgement used in approach due to new aircraft to pilot (just punched 2 weeks prior to event). HSI and #1 communication intermittent (repaired at present). Pilot turned and attempted landing on runway 12R in place of runway 30R. Completed go around and landed on runway 30R. At the time of the incident the winds was in excess of 30 mph. Callback conversation with reporter revealed the following information. Reporter had been cleared for the 16 ILS, circle to land on runway 30R. WX was mixed but pwk was in the clear so approach was conducted in VMC. Reporter was very bothered by being in a strange aircraft with instruments (HSI and communication #1) giving erratic indications and turned right instead of left to do the circle for which he had been cleared. He then attempted to land on runway 12R but did a go around when realized that 30 KT wind from west constituted a disastrous tailwind and eventually got around to land on runway 30R as originally cleared. Flight was a personal business trip and the trouble, he said, was basically the unfamiliarity with the substitute aircraft since his own was in shop for maintenance when necessary to make the trip. There was no conflict with another aircraft involved, the entries reporter made in the miss distance field related to the missed approach. Reporter has not heard from FAA and does not believe any enforcement action being taken.

Title: SMA, IFR, CLEARED ILS CIRCLE TO LAND, CIRCLED IN WRONG DIRECTION, AND MADE WRONG RWY APCH.

Narrative: BAD JUDGEMENT USED IN APCH DUE TO NEW ACFT TO PLT (JUST PUNCHED 2 WKS PRIOR TO EVENT). HSI AND #1 COM INTERMITTENT (REPAIRED AT PRESENT). PLT TURNED AND ATTEMPTED LNDG ON RWY 12R IN PLACE OF RWY 30R. COMPLETED GO AROUND AND LANDED ON RWY 30R. AT THE TIME OF THE INCIDENT THE WINDS WAS IN EXCESS OF 30 MPH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR HAD BEEN CLRED FOR THE 16 ILS, CIRCLE TO LAND ON RWY 30R. WX WAS MIXED BUT PWK WAS IN THE CLR SO APCH WAS CONDUCTED IN VMC. RPTR WAS VERY BOTHERED BY BEING IN A STRANGE ACFT WITH INSTRUMENTS (HSI AND COM #1) GIVING ERRATIC INDICATIONS AND TURNED RIGHT INSTEAD OF LEFT TO DO THE CIRCLE FOR WHICH HE HAD BEEN CLRED. HE THEN ATTEMPTED TO LAND ON RWY 12R BUT DID A GO AROUND WHEN REALIZED THAT 30 KT WIND FROM WEST CONSTITUTED A DISASTROUS TAILWIND AND EVENTUALLY GOT AROUND TO LAND ON RWY 30R AS ORIGINALLY CLRED.
