Narrative:

Scheduled air carrier from stl to phx, got to within 300 ft on final approach to runway 8L phx when told to 'go around' from the tower controller. He sounded excited and we immediately started looking for a conflict, and found an small aircraft in position on runway 8L, blending in with the paint stripes very well. Go around was uneventful. The small aircraft pilot had been told to expect departure release after traffic on final. He misunderstood somehow and taxied in position and hold to await his release. Tower personnel did an excellent job with immediate resolution to the conflict. 'Pay attention' to the radios applies to all of us.

Title: GAR ACCOUNT ACFT ON RWY HOLDING IN POS.

Narrative: SCHEDULED ACR FROM STL TO PHX, GOT TO WITHIN 300 FT ON FINAL APCH TO RWY 8L PHX WHEN TOLD TO 'GAR' FROM THE TWR CTLR. HE SOUNDED EXCITED AND WE IMMEDIATELY STARTED LOOKING FOR A CONFLICT, AND FOUND AN SMA IN POS ON RWY 8L, BLENDING IN WITH THE PAINT STRIPES VERY WELL. GAR WAS UNEVENTFUL. THE SMA PLT HAD BEEN TOLD TO EXPECT DEP RELEASE AFTER TFC ON FINAL. HE MISUNDERSTOOD SOMEHOW AND TAXIED IN POS AND HOLD TO AWAIT HIS RELEASE. TWR PERSONNEL DID AN EXCELLENT JOB WITH IMMEDIATE RESOLUTION TO THE CONFLICT. 'PAY ATTN' TO THE RADIOS APPLIES TO ALL OF US.
