Narrative:
Air carrier X at 3100 ft descending into tvc. I was calling traffic on aircraft Y, VFR at 3100 ft. Air carrier X requested vector too late for me to give an effective one. Air carrier X remained in and out of the clouds till he got a TCASII RA and climbed. Problem would have been resolved had the VFR stayed a full 500 ft below the cloud deck.

Narrative: ACR X AT 3100 FT DSNDING INTO TVC. I WAS CALLING TFC ON ACFT Y, VFR AT 3100 FT. ACR X REQUESTED VECTOR TOO LATE FOR ME TO GIVE AN EFFECTIVE ONE. ACR X REMAINED IN AND OUT OF THE CLOUDS TILL HE GOT A TCASII RA AND CLBED. PROB WOULD HAVE BEEN RESOLVED HAD THE VFR STAYED A FULL 500 FT BELOW THE CLOUD DECK.
