Narrative:

In cha, after departure on runway 20, initial clearance was runway heading and 5000 ft. Departure cleared us from 200 degree heading to 150 degree heading. Then we were cleared to 10000 ft and 040 degree heading until receiving vvx then direct. In the turn climbing out of 4000 ft about 2800 ft rate of climb the TCASII went from blue, to amber and TA to red with 'stop climb' warning. We leveled about 5100 ft to arrest the climb and saw a visual on the conflict, a VFR small aircraft at 12 O'clock and 5500 ft. Apparently, due to the turn and climb rate it caused the TCASII to change colors abruptly. ATC did not advise of the conflicting traffic until asked by the first officer out of 4000 ft. If not for TCASII it would have been much closer or even worse.

Narrative: IN CHA, AFTER DEP ON RWY 20, INITIAL CLRNC WAS RWY HDG AND 5000 FT. DEP CLRED US FROM 200 DEG HDG TO 150 DEG HDG. THEN WE WERE CLRED TO 10000 FT AND 040 DEG HDG UNTIL RECEIVING VVX THEN DIRECT. APPARENTLY, DUE TO THE TURN AND CLB RATE IT CAUSED THE TCASII TO CHANGE COLORS ABRUPTLY. ATC DID NOT ADVISE OF THE CONFLICTING TFC UNTIL ASKED BY THE FO OUT OF 4000 FT. IF NOT FOR TCASII IT WOULD HAVE BEEN MUCH CLOSER OR EVEN WORSE.
