Air carrier X was swbound on an IFR flight to phl. Cpr Y was nebound on an IFR flight. Both aircraft were at 4000 ft. Cpr Y was issued a turn to avoid the traffic. Cpr Y took 3 xmissions before responding. Air carrier X responded to a turn. Air carrier X also responded to a TCASII alert.

Narrative: ACR X WAS SWBOUND ON AN IFR FLT TO PHL. CPR Y WAS NEBOUND ON AN IFR FLT. BOTH ACFT WERE AT 4000 FT. CPR Y WAS ISSUED A TURN TO AVOID THE TFC. CPR Y TOOK 3 XMISSIONS BEFORE RESPONDING. ACR X RESPONDED TO A TURN. ACR X ALSO RESPONDED TO A TCASII ALERT.
