Narrative:

Departed shd at XA00 am with 1150 pounds fuel and VFR WX (current and forecast) for arrival time of XB00 at bwi. Proceeded uneventfully until approximately XA45 when WX began deteriorating at bwi (fog). Advised ATC of time to minimum fuel when we began receiving delaying vectors as bwi controllers attempted to turn the airport around. Controllers provided preferential handling when advised of this and began to vector us for approach. Approximately 600 pounds of fuel on board at this time. Extensive vectoring proceeded as controllers continued to work aircraft to the ILS runway 10 approach at bwi. Began approach approximately 15 mins after vectoring began with 400-450 pounds fuel on board (reserve fuel). Aircraft continued to make and miss as fog was patchy on runway 10. 2 preceding mlgs commenced approach and reported a missed approach. We were established on the ILS and continued the approach to decision ht and missed approach at that time. Approximately 350 pounds fuel remaining. Declared an emergency due to fuel and requested and received immediate vector to dca. Proceeded direct and landed straight in on runway 21.
