Narrative:

This was a routine training flight with my student which was to include an approach into cgi, go missed, and continue to vih for the second half of our flight plan. ZME asked us to get current information from cgi and relay this information back to them. However, what we were not informed from NOTAMS or memphis, communication between the cgi tower and ZME were OTS since the night before. I informed ZME we would like to execute the ILS 10 into cgi, go missed, and continue on our filed flight plan. He told me cgi tower would have to approve that approach, which I realized. ZME gave me my clearance to vih even though it was already on file. From there, I was radar vectored for the ILS 10 and then cleared for the approach. I was then told to contact the tower and tower cleared me to land. After landing, tower told me to taxi clear of active. At this point, I'm starting to realize something was not right. After shutdown, I went to call FSS but all lines to the outside were out -- even the tower. This meant I would not be able to takeoff and continue my flight, because it was IFR and other planes were possibly trying to get in. However, I was able to talk with a commuter plane over the unicom frequency. He needed to get in cgi and did not know if I had landed or not. He relayed the message back to ATC that I had landed safely. He gave tower a clearance void time for me from ATC. Tower wanted me to inform ZME, after my departure, the commuter airplane had landed safely. We all had to work together as a team to make the situation work. I believe if I had known about the communication outage, I would have informed tower I was just going to do a stop and go and continue on my flight. I will definitely use this as a learning experience. The rest of the flight went great.

Title: DUE TO A LACK OF COM FOR HDOF, ARTCC DID NOT KNOW IF AN SMA TRAINING ACFT HAD MADE A LNDG AT AN ARPT ON THE FILED FLT PLAN.

ZME ASKED US TO GET CURRENT INFO FROM CGI AND RELAY THIS INFO BACK TO THEM. HOWEVER, WHAT WE WERE NOT INFORMED FROM NOTAMS OR MEMPHIS, COM BTWN THE CGI TWR AND ZME WERE OTS SINCE THE NIGHT BEFORE. I INFORMED ZME WE WOULD LIKE TO EXECUTE THE ILS 10 INTO CGI, GO MISSED, AND CONTINUE ON OUR FILED FLT PLAN. HE TOLD ME CGI TWR WOULD HAVE TO APPROVE THAT APCH, WHICH I REALIZED. ZME GAVE ME MY CLRNC TO VIH EVEN THOUGH IT WAS ALREADY ON FILE. FROM THERE, I WAS RADAR VECTORED FOR THE ILS 10 AND THEN CLRED FOR THE APCH. I WAS THEN TOLD TO CONTACT THE TWR AND TWR CLRED ME TO LAND. AFTER LNDG, TWR TOLD ME TO TAXI CLR OF ACTIVE. AT THIS POINT, I'M STARTING TO REALIZE SOMETHING WAS NOT RIGHT. AFTER SHUTDOWN, I WENT TO CALL FSS BUT ALL LINES TO THE OUTSIDE WERE OUT -- EVEN THE TWR. THIS MEANT I WOULD NOT BE ABLE TO TKOF AND CONTINUE MY FLT, BECAUSE IT WAS IFR AND OTHER PLANES WERE POSSIBLY TRYING TO GET IN. HOWEVER, I WAS ABLE TO TALK WITH A COMMUTER PLANE OVER THE UNICOM FREQ. HE NEEDED TO GET IN CGI AND DID NOT KNOW IF I HAD LANDED OR NOT. HE RELAYED THE MESSAGE BACK TO ATC THAT I HAD LANDED SAFELY. HE GAVE TWR A CLRNC VOID TIME FOR ME FROM ATC. TWR WANTED ME TO INFORM ZME, AFTER MY DEP, THE COMMUTER AIRPLANE HAD LANDED SAFELY. WE ALL HAD TO WORK TOGETHER AS A TEAM TO MAKE THE SIT WORK. I BELIEVE IF I HAD KNOWN ABOUT THE COM OUTAGE, I WOULD HAVE INFORMED TWR I WAS JUST GOING TO DO A STOP AND GO AND CONTINUE ON MY FLT. I WILL DEFINITELY USE THIS AS A LEARNING EXPERIENCE. THE REST OF THE FLT WENT GREAT.
