Narrative:

Takeoff 22R at bos. Turned left to 140 degrees heading. Captain told to call departure control on 133.0 at about 2000-1500 ft departure gave a 090 degree heading. I was beginning to rollout on 090 degrees looking at my HSI to roll out. I heard 'traffic, traffic' and immediately looked out. I saw bright white lights at 12 O'clock slightly low, and at 11 O'clock slightly high. I turned 15 degrees left and lowered the nose to 5 degrees nose up to split the 2 sets of lights. Captain said zoom up. I did and turned back to about 090 degrees. Captain queried the controller about traffic. Controller said turn to 100 degrees. The white light low was a buoy, the lights high and left was an airplane. My evasive action (away from 090 degrees) and back (when captain said 'zoom') took about 10 seconds total. I think the original 090 degree heading given to us by departure control was made prematurely. We paralleled the inbounds on ILS runway 27 to bos. That was the conflicting traffic. There was also a wind from the south.

Title: ON INITIAL CLB, MLG HAS TCASII TA. HDG DEV.

Narrative: TKOF 22R AT BOS. TURNED L TO 140 DEGS HDG. CAPT TOLD TO CALL DEP CTL ON 133.0 AT ABOUT 2000-1500 FT DEP GAVE A 090 DEG HDG. I WAS BEGINNING TO ROLLOUT ON 090 DEGS LOOKING AT MY HSI TO ROLL OUT. I HEARD 'TFC, TFC' AND IMMEDIATELY LOOKED OUT. I SAW BRIGHT WHITE LIGHTS AT 12 O'CLOCK SLIGHTLY LOW, AND AT 11 O'CLOCK SLIGHTLY HIGH. I TURNED 15 DEGS L AND LOWERED THE NOSE TO 5 DEGS NOSE UP TO SPLIT THE 2 SETS OF LIGHTS. CAPT SAID ZOOM UP. I DID AND TURNED BACK TO ABOUT 090 DEGS. CAPT QUERIED THE CTLR ABOUT TFC. CTLR SAID TURN TO 100 DEGS. THE WHITE LIGHT LOW WAS A BUOY, THE LIGHTS HIGH AND LEFT WAS AN AIRPLANE. MY EVASIVE ACTION (AWAY FROM 090 DEGS) AND BACK (WHEN CAPT SAID 'ZOOM') TOOK ABOUT 10 SECONDS TOTAL. I THINK THE ORIGINAL 090 DEG HDG GIVEN TO US BY DEP CTL WAS MADE PREMATURELY. WE PARALLELED THE INBOUNDS ON ILS RWY 27 TO BOS. THAT WAS THE CONFLICTING TFC. THERE WAS ALSO A WIND FROM THE S.
