Narrative:

Upon takeoff roll on runway 32 at blm I heard no xmissions on the unicom/CTAF of any aircraft for at least 3 mins beforehand. Initial climb was normal and, at about 300 ft MSL, I heard a call from a banner plane who was flying right about 400 ft MSL over the departure end of the runway. I was not in an excessively nose-high attitude, and had good visibility. I'm not sure what the banner pilot was doing at that altitude directly in the way of known departing traffic. He was towing a 50 ft long banner. I had to make a 45 degree bank to the right to avoid hitting the banner. I know this is an uncontrolled airport, but these banner pilots should have some kind of standard approach or departure. They are commercial pilots and should not be flying so low over the active runway departure end!

I WAS NOT IN AN EXCESSIVELY NOSE-HIGH ATTITUDE, AND HAD GOOD VISIBILITY. I'M NOT SURE WHAT THE BANNER PLT WAS DOING AT THAT ALT DIRECTLY IN THE WAY OF KNOWN DEPARTING TFC. HE WAS TOWING A 50 FT LONG BANNER. I HAD TO MAKE A 45 DEG BANK TO THE R TO AVOID HITTING THE BANNER. I KNOW THIS IS AN UNCTLED ARPT, BUT THESE BANNER PLTS SHOULD HAVE SOME KIND OF STANDARD APCH OR DEP. THEY ARE COMMERCIAL PLTS AND SHOULD NOT BE FLYING SO LOW OVER THE ACTIVE RWY DEP END!
