Narrative:

While on instrument approach to runway 4, I was tuned to lga VOR for DME information, captain was flying and was tuned to ILS. Both radios had good idents. We had intercepted the localizer and captain was following the GS. He asked me the DME and I told him 13 mi. He stopped descending because he was at 2000 ft and knew the altitude was too low for the distance from the runway. He leveled off, recycled the radio frequency and flight control system and continued the approach successfully. No low altitude warning was given by approach control.
