In sum: in effect, the reporter describes that he was dispatched contrary to an MEL provision of one of the engine electronic fuel controllers inoperative. Which states that 121 type operations are not allowed if the runway and ramp braking conditions are reported as fair or less at the departure or destination airports. The departure airport was reported fair to less and the destination turned out ok but may not have been based on light snow falling at the latest report prior to departure. The flight was uneventful but the reporter suggests that the aircraft and operations manual should include this restriction to help prevent a future occurrence which was also overlooked by maintenance.

Title: FLC OF AN SMT ACR ACFT OPERATED THE ACFT CONTRARY TO AN MEL REQUIREMENT.

Narrative: IN SUM: IN EFFECT, THE RPTR DESCRIBES THAT HE WAS DISPATCHED CONTRARY TO AN MEL PROVISION OF ONE OF THE ENG ELECTRONIC FUEL CTLRS INOP. WHICH STATES THAT 121 TYPE OPS ARE NOT ALLOWED IF THE RWY AND RAMP BRAKING CONDITIONS ARE RPTED AS FAIR OR LESS AT THE DEP OR DEST ARPTS. THE DEP ARPT WAS RPTED FAIR TO LESS AND THE DEST TURNED OUT OK BUT MAY NOT HAVE BEEN BASED ON LIGHT SNOW FALLING AT THE LATEST RPT PRIOR TO DEP. THE FLT WAS UNEVENTFUL BUT THE RPTR SUGGESTS THAT THE ACFT AND OPS MANUAL SHOULD INCLUDE THIS RESTRICTION TO HELP PREVENT A FUTURE OCCURRENCE WHICH WAS ALSO OVERLOOKED BY MAINT.
