Narrative:

I performed a preflight. Preflight was completed and I departed the airport at about XA00 am. I failed to notice 2 screws were missing from the propeller spinner on the left engine due to poor lighting. I returned to the airport at XB40 and was informed that we would have the XC00 flight but that it would be delayed until some passenger could be reticketed. I went back to the airplane, stowed my gear, removed dew from the windscreen, reviewed the aircraft logs, started a weight and balance form and then gave the aircraft a quick external look. At about XC15 we began loading the aircraft with bags and walked the passenger out for boarding. At that time an FAA inspector approached me and idented himself. He pointed out the 2 screws missing. He informed me of his intent to ground the aircraft. The passenger were escorted to the terminal. Another aircraft was used to complete the flight. Aircraft was flown back to miami (home base) on a ferry permit issued by the FAA. An FAA certified mechanic inspected the aircraft prior to the ferry flight and signed the FAA form indicating the aircraft was airworthy. The aircraft was repaired in miami after an uneventful flight.

HE INFORMED ME OF HIS INTENT TO GND THE ACFT. THE PAX WERE ESCORTED TO THE TERMINAL. ANOTHER ACFT WAS USED TO COMPLETE THE FLT. ACFT WAS FLOWN BACK TO MIAMI (HOME BASE) ON A FERRY PERMIT ISSUED BY THE FAA. AN FAA CERTIFIED MECH INSPECTED THE ACFT PRIOR TO THE FERRY FLT AND SIGNED THE FAA FORM INDICATING THE ACFT WAS AIRWORTHY. THE ACFT WAS REPAIRED IN MIAMI AFTER AN UNEVENTFUL FLT.
