Center controller issued a clearance for a single engine small aircraft X to depart pih, climb to 7000 ft MSL, direct to tyhee. Air carrier Y was holding at tyhee at 8000 ft MSL. Pih misunderstood the center controller's wishes and cleared the departure to climb to 8000 ft MSL. The small aircraft X departure climbed to 7500 ft MSL before the controller issued a clearance to descend to 7000 ft MSL. The small aircraft X reported the air carrier Y (an mdt) in sight. Air carrier Y was equipped with TCASII, the pilot climbed to 9000 ft MSL. The 2 aircraft were within 500 ft and 1 mi at the closest point.
