Narrative:

On flight from seoul to anc, climbing on the airway to FL290, passing through FL185, tague control said we have traffic at 12 O'clock, 20 mi, opposite direction, 1000 ft above us. Since we were not instructed to level off, we took it to mean that other traffic was at FL300. At FL195, tague control told us to level at FL190 just as we spotted the traffic 500 ft above us at approximately FL200. When clear of other aircraft (other air carrier medium large transport) we were cleared to FL290. I believe the korean controller expected me to level off at some unspecified altitude until clear of the traffic, but his was not made clear by the controller (until it was almost too late). We managed to stop the climb at FL195 but had passed the other aircraft prior to descending to FL190.

Title: A UNITED STATES ACR FREIGHTER IN POTENTIAL CONFLICT WITH OPPOSITE DIRECTION TFC IN A CLRNC TO CLB THROUGH OCCUPIED ALT.

Narrative: ON FLT FROM SEOUL TO ANC, CLBING ON THE AIRWAY TO FL290, PASSING THROUGH FL185, TAGUE CTL SAID WE HAVE TFC AT 12 O'CLOCK, 20 MI, OPPOSITE DIRECTION, 1000 FT ABOVE US. SINCE WE WERE NOT INSTRUCTED TO LEVEL OFF, WE TOOK IT TO MEAN THAT OTHER TFC WAS AT FL300. AT FL195, TAGUE CTL TOLD US TO LEVEL AT FL190 JUST AS WE SPOTTED THE TFC 500 FT ABOVE US AT APPROX FL200. WHEN CLR OF OTHER ACFT (OTHER ACR MLG) WE WERE CLRED TO FL290. I BELIEVE THE KOREAN CTLR EXPECTED ME TO LEVEL OFF AT SOME UNSPECIFIED ALT UNTIL CLR OF THE TFC, BUT HIS WAS NOT MADE CLR BY THE CTLR (UNTIL IT WAS ALMOST TOO LATE). WE MANAGED TO STOP THE CLB AT FL195 BUT HAD PASSED THE OTHER ACFT PRIOR TO DSNDING TO FL190.
