Narrative:

At approximately 1600-1700 ft MSL, TCASII gave monitor vertical speed for climb. The alert immediately changed to resolution conflict. TCASII changed from climb to descent commands. We suspect we cleared traffic by 100 ft. I think ATC allowed a departure from the north complex runways with a sbound departure path. This path crosses the departure path of the south complex runways.

Title: FLC OF AN MLG ACR ACFT RECEIVED A TCASII RA WARNING DURING CLB AFTER TKOF BUT DID NOT HAVE TIME TO TAKE EVASIVE ACTION SINCE THE RA CHANGED FROM CLB TO DSND COMMANDS SO FAST THAT THEY HAD NO TIME TO RESPOND.
